Hope Partnership for Education is a private independent school that offers unique programs carefully developed to address the specific needs of families living in eastern North Philadelphia, an area rife with severe economic challenges where the median household income for a family of four falls well below the Federal Poverty Level. Thus, with all of Hope’s students and families qualifying for tuition assistant, the need for scholarship support great.  Hope fundamentally aims to empower through education.


Unlike other public schools who receive public funding, and other private schools rich with an alumni donor base and significant tuition payments, Hope Partnership is not privy to either.  Hope’s ability to operate and provide enriched educational opportunities is made possible through the generosity of others, its donors, you.


What is the EITC and OSTC Program?


The Commonwealth of Pennsylvania offers the EITC (Educational Improvement Tax Credit) and OSTC (Opportunity Scholarship Tax Credit) to companies that make gifts to educational and scholarship organizations in lieu of taxes.  


Businesses who opt for a one-year commitment will be approved for a tax credit equal to 75% of its contribution, and those who provide a two-year commitment will be approved of a tax credit increased to 90% of the contribution made.


The OSTC program is almost identical to the EITC program, however tax credits will be designated strictly for scholarships to students who reside within the attendance boundary of the lowest 15% of low-achieving schools as identified by the Department of Education.  For Hope Partnership, over 80% of its students reside within this bounded region and fall below the poverty line.


Am I Eligible for These Tax Credits?


You can take advantage of the EITC if your corporation is authorized to conduct business in the Commonwealth of Pennsylvania and pays any of the following taxes:


  • Corporate Net Income Tax
  • Capital Stock Franchise Tax
  • Bank and Trust Company Shares Tax
  • Title Insurance Company Shares Tax
  • Insurance Premiums Tax
  • Mutual Thrift Institutions Tax



How Do I Apply?


The simple application for the Educational Improvement Tax Credit Program and/or Opportunity Scholarship Tax Credit Program must be completed and submitted online using DCED’s Single Application for Assistance.  For all new applicants, July 2nd marks the beginning of the new year where applications can be received.  For all returning two-year commitment applicants, applications are open for processing beginning May 15th.
